Sons of The American Legion Detachment of California
Per Capita Dues Increase from $6.50 to $8.00 per member
Effective January 1, 2008
On January 1, 2008, the per capita dues increase that was authorized by the delegates of the 69th Annual S.A.L. Detachment of California Convention will become effective. The increase will be from the present $6.50 per member to the new rate of $8.00 per member.

This action was passed by resolution as amended (DAC2007001) to amend Article VIII., Section 2. of the Detachment of CA Constitution and after much discussion it was decided to make the dues increase effective on January 1, 2008 rather than on July 1, 2007. Article VIII., Section 2., now reads as follows:

Section 2. The amount of the annual Detachment dues shall be $8.00 per member, and payable on July 1 each year. In addition, the National Executive Committee of the Sons of the American Legion shall proscribe the amount of such annual National dues.

What this means is that all Squadrons that transmit their membership prior to January 1, 2008 will only have to pay the old per capita rate of $6.50 per member. Any transmittals received by the Department of California on or after January 1, 2008 must have transmitted at the rate of $8.00 per member. 

Transmittals received by the Department of California that are not consistent with the per capita dues increase will not be processed and will be returned to the Squadron.

Per capita dues have remained static in California for the last (8) eight years, the last dues increase occurred in the 2000-2001 membership year

Of the $8.00 per member, $2.00 per member is sent to the National Organization of the Sons of The American Legion. Currently the National Organization is studying a possible $1.00 “National per capita dues” increase. This discussion occurred at the October 2007 meeting of the S.A.L. National Executive Committee. The Detachment of Colorado properly submitted a resolution for the $1.00 increase.

All S.A.L. Squadrons are urged to continue to work membership and to set up 2 man “Membership Teams” in each Squadron to assist in meeting the “Membership Goal Dates” that are established by the National Organization.

  • 45% Membership Target - December 12, 2007
  • 60% Membership Target - January 9, 2008
  • 75% Membership Target - February 13, 2008
  • 80% Membership Target - March 12, 2008
  • 90% Membership Target - April 9, 2008
  • 100% Membership Target - May 14, 2008
  • 105% Membership Target - *July 24, 2008
    *Delegate Strength Target Date

S.A.L. District 11 was formed and approved by the Legion District 11 today. Bob Ortega from Squadron 803 is the new District Commander. They are committed to working the Area programs and goal for giving. Please make Bob feel welcome and lets get him in the loop on events, policies and any info that needs to be handed down to his squadrons.

S.A.L. District 15 was formed today at the Legion District 15 meeting. Four of the five squadrons were represented. Mike Crowl of Visalia Squadron 18 is the new District Commander. Funeral / Memorial Services:

Stephen Ray Harper Sr.
Stephen Ray Harper Sr.
Stephen Ray Harper Sr. went to sleep on February 20, 2008. He was born in Fontana on July 1, 1957. He was the son of Jeanette Traver Beck and William John Harper. He is survived by his children: Stephen Jr. (Anne); Elaine (Brian) Patrick; Scott (Angela) of Hesperia; Shane of Vancouver, Canada; and Seth (Stephanie) of San Bernardino; his grandchildren: Chris, Makayla, Katlyn Bryan, Dawn, Lacey “Lucy,” Wade, Gina, and a new one expected in July. He is also survived by his mother, Jeanette Beck, his brother Logan (Lisa) of Morongo Valley; sisters Jamie (Kent) Moore of Apple Valley; and Liane (Robin) Moore of Hesperia; as well as aunts, uncle, and many cousins, nieces and nephews.
  His father, William, brother, Paul, and grandparents, Jeanette and Robert Traver, and Betty and Harold Harper, son, Sean, and granddaughter, Serena, predeceased him.
   He came to Ontario in 1965, attended local schools and graduated from Chaffy High School in 1974. He was active with the Chamber Singers and the Alumni from his mother’s class of 1947.
  Steve served in the Marines from 1974 until 1986 and was active in the American Legion Post 112 as a dual member, and was scheduled to be the upcoming American legion Commander for 2007-2008. Steve was a mortgage broker and man of many talents. Steve’s sense of humor, personality and cooking will be greatly missed by his family and many friends.
  Memorial services to be held at the Ontario American Legion Post 112 at 310 W. Emporia, Ontario on Monday Feb-25, 2008 at 10 a.m. Reception following.


Illness / Hospitalizations:

Rob Kelly, Detachment Vice-Commander Area 6
Will have to have a left hip replacement this coming April 17th at 8 am at West Los Angeles VA Hospital. This will be his 7th hip surgery and first one on the left side.
