The COMMANDER’S CORNER by Diane DeVries
  What a Legion year this has been! We have accomplished a lot, but still have much to do. 
  First, our membership is sagging. As of March 20th, our District still needs to sign up 847 members for 2008 to reach 100%. This seems like a monumental task, but we can do it. Now is the time to contact those members who have not renewed their memberships for 2008. They receive periodic reminder notices from National, but a phone call might be just the thing to encourage them to renew. Also, look to your community for a source of new members; a local National Guard Unit or military base has tons of potential members. Do you have any “Request to Transfer to Local Post” coupons still sitting around? Give that Post 1000/DMS member a call and explain the value of him/her joining your Post. Together we can do this!
  There has been much confusion on the dues notices distributed by the District Finance Officer. District dues were never collected for 2006-2007 so we are trying to recoup those funds. If you received a dues notice please reconcile it at the next District meeting.
  I would like to commend District Americanism Chairperson Maggie Mudd for the wonderful job she did with this year’s Naturalization Ceremony held on March 19th at Golden Hall.  The guest speaker, Department Commander Howard Darter, gave an inspirational speech. Over 1600 new citizens from 89 different countries were sworn in.
  Have you read the latest edition of the California Legionnaire?  District 22, once again, is highlighted in several articles. Thanks to everyone who has taken the time to submit an article.
  Our end-of-year events are in full swing. I see the Posts are diligently working on their Boys State programs under the guidance of District Boys State Chairman Scott Williams. I look forward to meeting the candidates at the Boys State Lunch which will be held on May 17th at 2 pm at Post 282. 
  District Service Officer Randy Floyd is working out the details for this year’s Stand Down. Our day for meal preparation is July 11th and volunteers are welcomed. Thanks to all Posts who have donated to this year’s Stand Down.
  At our next District meeting on April 13th we will hold 1st nominations for Officers for 2008-2009. There are many positions available for those who have a little time to devote to The American Legion. 
  Lastly, without sounding redundant, I hope everyone is working on their end-of-year reports. These reports are time-consuming, but ever so important as they justify our existence and document the wonderful things we are doing on a daily basis. Please remember to submit the District copy to Rick DeVries.

Adjutant
The District 22 Adjutant position is vacant. It really is not a difficult job especially if you are computer savvy. The job basically consists of attending one meeting a month, recording minutes and preparing a newsletter every other month. There are a few end-of-year reports to submit and filing of Post reports. If interested, please call Commander Diane DeVries. Until the Adjutant position is filled, please submit all correspondence to:

Disaster & Emergency Services - Lowell Grimaud
  Following the terrorist attacks on 9-11, 2001 we all became aware of the need to make preparedness a part of our lives. We in San Diego have had first hand experience with disaster with our wildfires of 2001, 2003 and 2007. We are also a prime target for terrorist attacks against our military installations, our major tourist attractions, or as the Intelligence Community has indicated the terrorist have talked about targeting our forests. I encourage all posts to establish regular contact with their local first responders; Law Enforcement and Fire. I encourage the posts in the rural areas to link up with their local Fire Safe Councils (FSC). Other posts should be part of the county; Neighborhood Watch and or Community Emergency Response Teams (CERT). Our state was just granted increased Homeland Security funding for Disaster Preparedness for our ports. Our Coast Guard Volunteer program and the Neighborhood Watch Community Action teams training has been expanded to include being aware of the threat of acts of Terror. Our community remains susceptible to; earthquakes, wildfires, tidal or other flooding and acts of terror. I encourage all post commanders to review our District 22 Disaster Plan and make Disaster Planning a topic of your E Board or Post Meetings.

Law & Order
  Fellow Legionnaires.
  I have had the fortunate experience of chairing a successful Law and Order program at J. B. Clark Post 149 since the early 90's. A legacy left to me by the late Jimmie Hayes, Past Vice Commander Area 5. Jimmie instilled in me the knowledge and attitude that we need to honor our community law enforcement, fire fighters and citizens whose acts support the efforts of public safety. I offer my experience and assistance to any post in District 22 that wishes to begin a similar program.
Who would qualify for recognition by your post? Any sworn law officer, fire fighter, EMT/Paramedic, or civilian in support of their efforts. So your looking at metro police, sheriff's departments, CHP, Marshals, you get the idea. Also, did you know that the Armed Forces of the US qualify? Yes, in an act of preserving the civil law and peace or life saving. (Not to include war time armed conflict).
  The program is best when it is self supporting, in other words, doesn't cost the post and money. If you would like to look into starting a program at your post, email me at: ashercarl@aol.com or write to me:

Oratorical
The District 22 Oratorical Contest was held February 2nd. There were only 2 contestants this year: Marissa Evans sponsored by Post 6 and Russell York sponsored by Post 255. Marissa was awarded 2nd place and a $200 scholarship. Russell was awarded 1st place and a $400 scholarship. Russell went on to compete at the Area 5 contest, coming in second there.  A special thanks to Frank Zugaj for his work with this program.

FOR SALE: American Legion grave plot at Greenwood Memorial Park & Mortuary. Available as either a single grave site or as an “over/under” double. $6,000 value (as a single).  (Greenwood will sell the capacity to become a double for $3,000 normal price, or during the month of March for $1,445).

District 22 sponsors BINGO the second Saturday of every month at the Veterans Administration Medical Center (VAMC) in La Jolla. 
The Second Session of the 110th Congress is now underway and major political parties are currently in the process of selecting their candidates for Congress and President. Now more than ever, it is imperative that everyone does his or her part in the electoral process in Getting Out the Vote!
The American Legion recently released two new publications for distribution to the public throughout the 2008 elections. The American Legion, VOTE America ’08, Guide to Promoting the “Get Out the Vote” Program encourages voter registration, voter education and voter participation in all elections. This pamphlet suggests activities on how American Legion Posts can increase the turnout. Veterans traditionally respond to this call to become actively involved in the electoral process and are the most likely to cast their ballots on Election Day. The American Legion’s goal is to encourage more Americans, especially veterans and the military family abroad, to vote.
The other pamphlet entitled, The American Legion, Policy on Illegal Immigration, A Strategy to Address Illegal Immigration in the United States offers The American Legion’s assessment of illegal immigration and a strategy on how to effectively address this issue. Everyone is encouraged to read and understand this booklet as illegal immigration will be one of the most fiercely contested issues in many state and congressional elections, as well as the presidential campaign.
Both pamphlets are available for downloading on The American Legion website at www.legion.org. Click on the Publications & Resources icon and scroll down the Publications page to the Public Relations section.

Everyone is strongly encouraged to “spread the word” about these pamphlets and their availability for use during the 2008 campaign season.

  • Department History Contest – submit Post narratives of yearbook to the Convention Headquarters Office in Bakersfield no late than 11 am on Friday, June 20.
  • Certification of Delegates forms will be sent from Department to Posts in mid-May. The packet will contain your post’s delegate strength, delegate fee table and the cut-off date (May 6th) Membership Report. Also included in your packet will be the Certification of (new) Officers for 2008-2009 and Post Audit for 2007-2008. The Certification of Officers should be returned immediately after your election; the Audit (Certification-Examination Post Books of Accounts) is to be completed within 90 days of installation of new officers.
